Dolores, Abra: September 27, 2010 at about 4:40 PM at Barangay Talogtog, Dolores, Abra the victim identified as Marvin Barad y Tarona Alias Inggo, 28 years old, married, jobless and a resident of Barangay Cabaroan, Dolores, Abra was shot by Nixon Mar Borgonia y Buentipo, 40 years old, married and resident of Barangay Nagasayangan, Lagangilang, Abra.

Initial investigation disclosed that the victim was engage in a spider fight with a certain Jun Bautista when suddenly; a misunderstanding ensued between the two which resulted into a verbal tussle. The victim chased Jun Bautista and hit him with a stone for not paying his bet. The brother-in-law of Jun Bautista identified as Nixon Mar Borgonia retaliated by shooting Marvin Barad. Victim who sustained gunshot wound on his buttocks was brought to Mother Theresa Wellness Center, Sitio Ducam, Barangay Mudiit, Dolores, Abra for medical treatment. Weapon used was believed to be a Caliber .45.

Follow-up operation was undertaken by personnel of Dolores MPS which resulted in the arrest of the suspect. A case of Frustrated Murder was already filed at the Abra Provincial Prosecutor’s Office. (PRO-COR)

Bangued, Abra. September 27, 2010 at about 9:30 PM. The Abra Provincial Public Safety Company led by PI JEFFREY MEJIA CRUZ apprehended Jason Tadeo y Alvares, 22 years old, single, jobless, Charlie Blaza y Benauro, 18 years old, tricycle driver, single and both residents of Barangay Cosili West, Bangued, Abra and one minor (name withheld), 16 years old, single, High School graduate and a resident of Abang, Bucay, Abra for having in their  possession, control and custody three (3) sachets of dried marijuana leaves weighing 6.855 grams with Dangerous Drug Value in the amount of one hundred seventy one pesos (Php 171.00).

Initial investigation conducted disclosed that at the same time and date while the said unit were conducting spot checkpoint, they intercepted three male persons riding in tandem in an XRM black and white motorcycle without plate number coming from north direction but apparently stopped even before reaching the checkpoint signage. When accosted, the three appeared to be nervous and the PNP members noticed a plastic held by one of the riders. When requested to show it, it was found out to be sachets containing dried marijuana leaves.

Police Regional Office– Cordillera condemns in strongest terms the recent attempt by the CPP/NPA to suppress the introduction of development in the remote Municipality of Malibcong, Abra. The Barangay Council and Tribal Elders were deliberating on the proposed project of the Engineering Brigade of the Philippine Army on January 10, 2010 at about 10:30 am when they were rudely interrupted by members of the New Peoples Army (NPA) led by CTL Procopio Tauro a.k.a PYRO. The fully armed CTs intimidated the Council as Tauro kept on dictating the NPA stance that the people should not allow the roads to be built in the Municipality.  Further deliberations came to a halt as the fearful Elders and Council members kept their peace until the Cts left the venue.  The proposed road would connect Buanao to Poblacion, Malibcong Abra and has long been clamored by the people as a means in developing their Municipality.

Regional Director Pcsupt Orlando L Pestano deplored such malicious meddling in Community affairs for development and praised the people’s exercise of their self determination by promptly reporting the incident. PRO- COR has been in the forefront of establishing governance and development in the far flung places of said Province. He vowed that PRO-COR and its counterpart, the Philippine Army in coordination with the Provincial Government of Abra Province shall continue to support the wishes of the people to shed off the threatening shadow of insurgents who have prevented development in the said Municipality for the past 30 years.

Pcsupt Pestano as the head of the PNP contingent in a multi-agency delivery of services in the said Municipality consulted with the people of Malibcong last December 8, 2009 that strengthened the PNP’s working relationship with the Tribal elders for the PNP assistance in project development during a series of dialogue.

The latest insurgent’s action is part of a growing pattern in the Cordillera Region where NPA propagandists issue claims of supporting development, even as their armed bands seek to undermine its progress. Last September 29, 2009, NPA guerillas burned six transit mixers and three backhoes worth 25.2 million pesos at the compound of RUA Construction Field Office in Malitep Balili, Bontoc Mt Province. In April 2008, they attempted to burn the Globe cell site at Pinukpok Kalinga.

With the absence of viable ideology, NPA cadres in the Cordillera are gradually turning into banditry and anti-people activities. In their path to self destruction, they deliberately target projects that would raise the plight of the people in far-flung places of this Region.

Pcsupt Pestano reiterated that the PNP, strengthened by its Transformation Program shall pursue its commitment to serve and protect the people against all elements that dare to challenge the will of the people for the Cordillera Region to remain peaceful as it embrace progress and development.
